THE CHILD WELFARE OMBUDSMAN IS A STATE-WIDE ORGANIZATION ESTABLISHED TO PROVIDE OMBUDSMAN SERVICES TO CHILDREN AND FAMILIES REGARDING CHILD WELFARE SERVICES PROVIDED BY THE MAINE DEPARTMENT OF HEALTH AND HUMAN SERVICES. THE PROGRAM SHALL CONSIDER AND PROMOTE THE BEST INTERESTS OF THE CHILD INVOLVED, ANSWER INQUIRIES AND INVESTIGATE, ADVISE AND WORK TOWARD RESOLUTION OF COMPLAINTS OF INFRINGEMENT OF THE RIGHTS OF THE CHILD AND FAMILY INVOLVED. THE DUTIES OF CHILD WELFARE OMBUDSMAN ARE PROMULGATED BY 22 M.R.S.A. SEC. 4087-A.
