TO PROVIDE TRAINING, SKILL IMPROVEMENT AND SAFETY EDUCATION TO ELIGIBLE PARTICIPANTS. THE PLAN ALSO PROVIDES COLLEGE SCHOLARSHIP AWARDS TO THE DEPENDENT CHILDREN OF ELIGIBLE RETIREES AND ACTIVE MEMBERS OF LOCALS 78 AND 79.
